In Kherson Ukraine  you can purchase as a foreigner private property, apartments, business office and dacha from local residents and government agencies. The main problem with such purchases is ensuring a legal title change and property exchange.

How can I help?  For starters, I own three apartments, vacant land and a dacha already and learned the hard way what to do and what not to do.  Being an American I learned the steps required to ensure that you get what you are paying for and no surprises later.

What is involved?  In order to purchase a property you must first find the legal owner's and verify that they have legal ownership. Quite often the ownership is divided between family members or incomplete legal description of property might be unknown to the owner. For example a owner of a house might have only legal ownership of part of the house or the dwelling attached to the house might be owned by the government. This is why it is very imported to verify prior to purchasing.

Who is responsible for unpaid bills and Utilities?  Guess what, the property owner and not the resident. If you purchase a property you are also purchasing the utilities and any unpaid bills associated with the property. These bills are assigned to the property and not the owner. It is very important to be sure all bills are prepaid prior to closing and verified otherwise you might end up with a surprise visit the day after closing.
